The Dynamics of the Youth Unemployment

Abstract
t any given moment almost 2 million teenagers aged 16-19 are unemployed. Another 600,000 are out of school and neither working nor looking for work. Only about 60% of all teenagers and 25% of black youths who are out of school are employed. These high rates of joblessness have been a source of concern to both economists and policymakers. This chapter seeks to clarify the dimensions of the youth employment problem by analyzing the distribution of unemployment and related patterns of labor force mobility.
