Abstract
The Utah Department of Transportation (UDOT) has made significant efforts to reduce crashes at signalized intersections and is constantly seeking to improve safety across the state. The purpose of this research is to quantify and evaluate the safety rates and frequencies at signalized intersections in Utah compared to other states. Once the crashes have been quantified, the secondary purpose is to determine why there may or may not be differences. A survey was developed to understand how states analyze, prioritize, and implement safety at signalized intersections, including different policies, procedures, and countermeasures. Crash data from eight states were analyzed and compared to Utah to determine how specific crashes of interest compare across the states. Comparison tables were generated to evaluate the crash frequency of crash attributes of interest amongst states. Additionally, odds ratio analyses were conducted to compare the odds of a crash being severity K (fatal), A (suspected serious injury), and B (suspected minor injury) in Utah compared to other states. The results highlight how different states compare to Utah regarding red-light running, speeding, unrestrained crashes, angle crashes, distracted driving, and older driver crashes at signalized intersections. Recommendations were made for future research regarding policies, procedures, and countermeasures related to red-light cameras, advanced warning flashers, bulb-outs, left-turn phasing options, and programs related to distracted driving, older drivers, and unrestrained crashes.
