Abstract

This article was first published in German in the "Schweizerische Zeitschrift fur Geschichte", Band 18, Heft 1, 1968. As a subscriber to this review I immediately inquired, after having read the article, about the possibility to get reprints for our members, but it was already too late. Dr. Kieser, however, kindly made an English version of his article for the benefit of our readers. We thank Dr. Kieser for this fine contribution to our Newsletter.
